Number of Traffic Fines Decreased by Half a Million in 2024

Throughout 2024, more than half a million traffic fines were issued less than in 2023. The decrease was observed in all ‘traditional’ traffic violations, such as speeding, parking, and running red lights. However, many more fines were issued for entry prohibitions.

The total number of violations under the Administrative Enforcement Traffic Regulations Act (Wahv), known as Mulder fines, amounted to 7,913,692. In 2023, nearly 8.5 million Wahv decisions were issued (8,463,917).

The majority of violations are observed for speeding: nearly 6 million in 2024 (5,969,817, compared to 6,546,450 in 2023). Parking violations (2024: 465,819, 2023: 473,539), running red lights (2024: 214,962, 2023: 233,512), and handheld phone use (2024: 165,408, 2023: 198,841) are also significant groups. In 2025, enforcement on holding a phone will be intensified with the focus flashes from the Public Prosecution Service.

The increase in cases regarding entry prohibitions was already visible throughout the year. This mainly concerns violations of traffic sign C12, which is often used to indicate entry prohibitions for car-free city centers or environmental zones. The number of violations rose from about 147 thousand to nearly 300 thousand.

The decline in the number of recorded violations is, as the police and public prosecution service previously announced, partly attributable to the fact that fixed speed cameras are being replaced, causing them to be temporarily turned off. Additionally, two trajectory control systems have been permanently switched off. In some locations, thousands more decisions have been issued, such as in Amsterdam, where in many places only 30 km/h is allowed. Furthermore, enforcement during road works has led to a significant influx of cases.

Moreover, the number of decisions following police stops decreased. This was partly due to a shift in focus towards more serious offenses within traffic safety enforcement (e.g., alcohol checks, fat bikes), and large-scale deployment of police officers and collective labor agreement actions by police personnel.
