Rent Price Policy 2025-2026: Information on Implementation

Today, a circular has been published for municipalities, housing corporations, landlords, and tenant organizations. It contains information about the current rent price policy and practical information on how these rules should be properly applied. The circular covers, among other things, the maximum allowable rent increase, maximum rent price limits in the WWS, and the liberalization scheme before and after the introduction of the middle segment on July 1, 2024.

Explanation of Rent Price Policy

The circular explains the following rent price policy:

As of January 1, 2025:

  • The percentage for the maximum rent increase (average rent increase) for housing corporations in the social segment (low segment).
  • The percentages for the maximum annual rent increase for the middle and liberalized segments.
  • Tables with the maximum rent price limits in the WWS.
  • The indexing of the WOZ component in the WWS.

As of July 1, 2025:

  • The percentage and amounts for the maximum rent increase in the low segment;
  • The indexing of the maximum energy performance allowances.
