Knowingly and willingly
Experience shows that possessing a firearm leads to use. And use is not just shooting. Use also means showing, threatening, or acquiring a position of power. You dont suddenly find a firearm in your hands or accidentally have it in your pocket. You have to make an effort; find a supplier, pay for it. It is something you intentionally seek out. Something you think about. Why do you have a firearm if it is not allowed? We only see that among people who earn their money by committing criminal offenses. Having a weapon means you are willing to use it; to threaten, or worse, to shoot with it.
Double effect
The police are doing everything possible to combat weapon possession, and thus shooting incidents. Preventive searching is an important tool within this mix of measures. It actually takes weapons off the street, but also has a preventive effect. The knowledge that checks on weapon possession are carried out regularly deters weapon bearers.
