Cabinet: conditions and only limited movement of the .nl domain registration system

The Foundation for Internet Domain Registration Netherlands (SIDN) is allowed to move only part of the .nl domain registration system under strict conditions. The Council of Ministers approved this at the proposal of Minister Beljaarts of Economic Affairs. SIDN has agreed to this.

Minister Beljaarts informs the House of Representatives about this decision. The current .nl domain registration system, which SIDN manages, is outdated and difficult to maintain. The Digital Infrastructure Inspectorate (RDI) confirms this. In January 2024, SIDN announced plans to move the system to the public cloud of Amazon Web Services (AWS).

Preventing unwanted digital dependencies

The cabinet aims to reduce unwanted digital dependencies. Therefore, risk analyses have been conducted to understand the implications of the relocation. SIDN can now only accommodate a smaller part of the system in the public cloud and has promised to follow the recommendations of the AIVD.

Analysis of European and Dutch providers

KPMG has investigated whether Dutch or European providers can meet SIDNs technical requirements. The conclusion is that they can currently only partially meet these requirements. An external risk assessment has shown that privacy risks can be mitigated to an acceptable level.

SIDN has been managing these services since 1996 and has been under the supervision of the RDI since 2018. The Council of Ministers has also agreed to the response to the initiative note Clouds on the Horizon regarding the role of Europe and the Netherlands in cloud infrastructure.
