Concept Note: Strategic Dialogue on Steel

Context

The European steel industry is crucial for the economy, providing key inputs to sectors like automotive and construction. With 500 sites across 22 countries, it contributes EUR 80 billion to GDP and supports 2.5 million jobs. However, rising energy costs and global overcapacity have reduced EU production and hindered green investments.

Objective

The Steel Dialogue aims to enhance competitiveness and secure jobs in the EU steel sector through a dedicated action plan.

Format and participants

The dialogue will involve industry leaders, social partners, and civil society, chaired by President von der Leyen. Broader industry consultations will inform the Steel and Metals Action Plan, led by Executive Vice-President Stéphane Séjourné.

Discussion elements

  • Reducing energy costs via the Affordable Energy Action Plan.
  • Ensuring raw material supply through the Critical Raw Materials Act.
  • Promoting a circular steel sector with a Circular Economy Act.
  • Facilitating low-carbon hydrogen for decarbonised steel production.

Feedback is sought on the adequacy of these measures.

Clean transition

  • The Clean Industrial Deal aims to foster clean steel production by developing lead markets and speeding up investments.

Trade relations

The EU supports fair trade and will act against unfair practices affecting the steel sector. Measures include anti-dumping duties and monitoring the effectiveness of CBAM.
