Overview of Policy in KEV 2024 

This background report contains an overview of all policy instruments per sector and general instruments (cross-sectoral) considered in the KEV 2024 and/or ERL 2025. Each policy instrument is described in a factsheet, along with an explanation of whether and how the instrument is included in the KEV and/or ERL calculations. For each instrument, we indicate how it is categorized into policy categories: 

1. established policy,
2. proposed policy,
3. agenda policy, and
4. policy not included.

The description and policy information of the policy instruments in this background document are prepared by and are the responsibility of the ministries of the Interior and Kingdom Relations, Finance, Infrastructure and Water Management (IenW), Climate and Green Growth (KGG), Agriculture, Fisheries, Food Security and Nature (LVVN), and Housing and Spatial Planning (VRO). The KEV consortium is responsible in this background document for the explanation of the calculations and the categorization into KEV policy categories.
