Mobile laboratory helps Ukraine investigate war crimes

Ukraine can soon use a mobile investigation laboratory to investigate war crimes. Defence is donating a Joint Deployable Exploitation and Analysis Laboratory (JDEAL) for this purpose. A delegation from Ukraine signed the contract for the transfer today. The Netherlands is contributing to combating impunity and investigating war crimes in the war-torn country.

JDEAL is a mobile laboratory consisting of 13 containers. It contains various tools to conduct forensic and technical investigations on-site, such as examining fingerprints, analyzing DNA traces, and extracting data from mobile phones.

The mobile lab is easy to transport and can be deployed within a few days. A team of researchers from Ukraine has recently been trained in the Netherlands to work with the laboratory. The intention is for the Hon. Prof. M. S. Bokarius Forensic Science Institute to make use of it. This is a forensic institute under the Ukrainian Ministry of Justice. The lab will be transported to Kyiv as soon as possible.

Civil donation

This is not a military but a civil donation from Defence. It demonstrates the importance that the cabinet attaches to investigating war crimes in Ukraine. The Netherlands is already contributing in multiple areas, such as deploying forensic investigation teams from the Royal Marechaussee in Ukraine. They are conducting investigations under the auspices of the International Criminal Court (ICC). Defence also contributes in other ways and financially.

European Defence Agency

JDEAL is a collaborative project of the European Defence Agency, which supports initiatives in international cooperation. JDEAL is a Dutch initiative. It is an effective example of international, innovative collaboration in the field of forensic investigation.
