In November 2024, the Manure Act was amended. When farmers transfer their production rights, a portion of these rights is deducted. This is part of a set of measures to tighten manure regulations, following the loss of the exemption from the European Nitrates Directive. These measures aim to reduce the runoff of fertilizers and lower nitrogen and greenhouse gas emissions. However, the PBL notes that in some areas, water quality targets are not being met.
The House of Representatives passed a motion requesting the PBL to analyze the effects of the amendments. The PBL has consolidated recent studies to provide a clear picture of the impact on water quality and emissions. Despite the adjustments, manure production remains a challenge, especially in areas where standards are still not met.
