The Ministry of Climate and Green Growth (KGG) has requested the Netherlands Environmental Assessment Agency (PBL) to provide advice on the SDE++ (Incentive Scheme for Sustainable Energy Production and Climate Transition) in 2025.

The Ministry of Climate and Green Growth (KGG) has requested the Netherlands Environmental Assessment Agency (PBL) to provide advice on the SDE++ (Incentive Scheme for Sustainable Energy Production and Climate Transition) in 2025. The SDE++ is a subsidy scheme that provides operational support to projects that lead to a reduction in greenhouse gas emissions.

For this scheme, the cost price of renewable energy and various other CO2-reducing technologies is determined annually. This final advice includes all options supported by the SDE++.

Framework and Project Partners

This report contains our response to the advice request and formulated principles set by the Ministry of KGG.

During the research process leading up to this advice, we received support from the Netherlands Organization for Applied Scientific Research (TNO) and Det Norske Veritas (DNV). This report is a joint product of the three organizations under the final responsibility of PBL.

We assume the reader is familiar with the SDE++ scheme. More information about the SDE++ scheme itself can be found on the RVO.nl website.
