Extra measures to combat undermining during detention

Undermining crime poses a great threat to our society. Even from detention, high-risk detainees attempt to continue their undermining activities and maintain their criminal networks outside prison.

Undermining crime poses a great threat to our society. Even from detention, high-risk detainees attempt to continue their undermining activities and maintain their criminal networks outside prison. The cabinet wants to make it as impossible as possible for high-risk detainees to continue their criminal activities from detention. The fourth progress letter approach to organized crime during detention and prosecution outlines additional measures taken from the coalition agreement to further counter this. Efforts are being made to limit contact moments by high-risk detainees. Drones are deployed to counter threats from outside the penitentiary institutions (PIs). In addition, the Detention Intelligence Unit is operational.

Limiting contact moments

Each AIT will have a video conferencing room by 2030 at the latest. This contributes to reducing risky transport movements, as interrogations by the Examining Judge and sessions can take place via a high-quality video connection.

Drones

DJI takes extra measures to counter threats from outside the PI. We are investing heavily in equipment to detect drones. DJI has a drone detection system, among other things. In addition, we are focusing extra on innovations in this area. In addition to equipment, extra qualified personnel is recruited for this purpose. All this with the aim of being able to continue detecting existing and future drones as much as possible.

It is important that DJI can also disrupt drones itself, should they end up above a DJI location. We are also investing in this. DJI does not have its own authority to disrupt or take drones out of the sky but works closely with chain partners who do have that authority. The (legal) possibilities for DJI to have these powers itself are currently being explored. The use of drones also offers DJI opportunities. DJI will have more and more advanced own drones. DJI can deploy these drones itself to better monitor the security situation around a PI from the air to detect deviations and act on them.

Contraband

To further combat contraband, the cabinet is investing in other technological measures. This includes throw-over detection, GSM detection, and the use of body scanners.

The Detention Intelligence Unit

The Detention Intelligence Unit (DIU) is operational. In the DIU, the Public Prosecution Service (OM), the police, and DJI work together on analyses and the preparation of information products about detainees. These information products can then be used in placement decisions and taking appropriate measures in the different phases of detention, but also to detect criminal offenses, even in the outside world. Sharing intelligence makes an important contribution to the knowledge position of DJI, police, and the OM about high-risk detainees.
