Provinces have received 2 billion euros for agricultural and nature measures, intended for swift implementation to impact emissions and nature. Over half the budget supports farmer measures, with 40% for nature and water improvements. Budget allocations vary significantly among provinces, affecting their capacity to undertake desired measures. In November 2022, provinces received 0.5 billion euros for acceleration measures, and in June 2024, 1.5 billion euros for leader projects. This funding, from the discontinued Transition Fund, aims to support nature, nitrogen, climate, and water challenges. Provinces must allocate funds within three years, with flexibility to shift within measure packages, provided objectives are met. Significant budgetary differences exist between provinces, especially those with high livestock and sensitive nature areas. Spending the budgets effectively remains a challenge, with less than 10% of acceleration funds used since November 2022. Provinces have options to extend spending time up to four years.
