Today, the European Commission and Moldova have agreed on a 2-year Comprehensive Strategy for Energy Independence and Resilience. The strategy aims to disconnect Moldova from Russian energy dependencies and integrate it fully into the EU energy market, featuring prominently in its content. The EU will provide €250 million in support for 2025, with €100 million available by mid-April. Additionally, €60 million is offered for the Transnistrian region under specific conditions.
The package will assist Moldovan consumers facing increased energy costs, compensating for electricity use up to 110 kWh monthly until December 2025. It includes a fund to alleviate energy bills for the most vulnerable and covers increased costs for social institutions. Additional €15 million supports agro-food and manufacturing businesses, and €50 million is available for energy efficiency projects.
Support of €60 million is designated for 350,000 people in Transnistria affected by Gazproms supply halt, contingent on human rights progress. The EUs long-term assistance aims to enhance Moldovas energy security, phase out Russian supplies, and foster an energy transition.
The strategy unfolds in three steps, addressing immediate needs and long-term challenges: initial emergency support, further financial aid, and investments in energy resilience. This aligns with the Moldova Growth Plan.
