A Clean Industrial Deal for competitiveness and decarbonisation in the EU

Today, the Commission presents the Clean Industrial Deal, a strategic plan to enhance competitiveness and resilience in European industry. Facing high energy costs and global competition, the Deal promotes decarbonisation as a growth driver. It assures businesses and investors of Europes commitment to a decarbonised economy by 2050.

President Ursula von der Leyen stated: “Europe is not just a hub of industrial innovation but also of production. Despite slowed demand and investments shifting abroad, the Clean Industrial Deal aims to remove barriers and strengthen European business.”

The Commission will also streamline regulations to reduce bureaucratic burdens, as outlined in the Antwerp Declaration and Clean Transition Dialogues.

Key Focus Areas

The Deal targets energy-intensive industries needing urgent support to decarbonise, and clean tech, essential for future growth. It highlights circularity to optimise resources and reduce dependency on external raw materials.

The Deal proposes sector-specific actions, including upcoming plans for the automotive and steel industries, enhancing the entire value chain.

Business Success Drivers

  • Lower Energy Costs: The Action Plan on Affordable Energy aims to reduce bills and enhance energy efficiency.
  • Demand for Clean Products: The Industrial Decarbonisation Accelerator Act will increase demand through sustainability criteria in procurement.
  • Financing the Transition: The Deal mobilizes over €100 billion for clean manufacturing, with additional funding frameworks and investments.
  • Circularity and Material Access: The EU will secure critical raw materials and promote circular economy practices.
  • Global Partnerships: The EU will strengthen global trade partnerships and protect industries from unfair competition.
  • Skilled Workforce: The Deal supports skill development and job creation through the Union of Skills initiative.

Background: As a priority in the 2024-2029 political guidelines, the Clean Industrial Deal supports EU competitiveness and prosperity.
