Commission Increases Support for Ukraines Energy Security and Prepares for Full Market Integration

Today in Kyiv, the European Commission unveiled a new support package to bolster Ukraines energy system and enable its full integration into the European energy market.

This initiative aims for the complete coupling of Ukraines electricity market with the EU by 2027, along with Moldova, contingent upon Ukraines swift implementation of market reforms. It will enhance energy security in Ukraine and the region, with the Commission aiding in necessary gas purchases. Crucially, the package will accelerate domestic renewable power production, bolstering Ukraines energy resilience.

Ukraines energy infrastructure has faced relentless Russian attacks over the past three years, with significant destruction. Achieving a fully independent energy system is crucial for Ukraines defense against such threats. Full EU market integration will serve as a security guarantee and facilitate reconstruction, attracting investments essential for the countrys recovery.

Commission President Ursula von der Leyen stated: “Russias attacks on Ukraines energy infrastructure must cease. With todays package, Europe ensures Ukraines energy resilience and security. More renewable energy and market integration will enhance security for both Ukraine and the EU.”

An energy security and integration package for Ukraine

The package includes:

  • Facilitating electricity market integration with the EU by 2027, alongside Moldova, and further integration into the EU gas sector, contingent on Ukraines adherence to its commitments under the Ukraine Plan and Energy Community.
  • Funding assistance for gas purchases, particularly through the Ukraine Facility, ensuring ample reserves for security of supply.
  • Accelerating investments in renewable energy, targeting a 25% increase in Ukraines total renewable capacity.

These measures build on over €2 billion of EU support provided over the past three years to enhance Ukraines energy system resilience.

Substantial support has been delivered across three priorities set by President von der Leyen: repair, stabilize, and connect, ensuring energy security for critical services and households.

Today, the Commission and Ukraine also agreed on a roadmap for cooperation on renewable gases, strengthening energy security in the EU and Ukraine.
