The European Commission has launched a consultation inviting stakeholders to comment on the draft State aid Framework for the Clean Industrial Deal (CISAF).
On 26 February 2025, the Commission released the Communication on the Clean Industrial Deal, announcing a new State aid Framework by June 2025. The CISAF will guide Member States in designing aid measures supporting the Deals objectives, replacing the Temporary Crisis and Transition Framework (TCTF) until 31 December 2030, ensuring predictability for investments. The consultation is open until 25 April 2025, with details available here.
The new draft framework
The CISAF outlines conditions under which State aid is compatible with the internal market. Member States are encouraged to establish aid schemes, enabling quick deployment of grants. The draft includes measures for renewable energy rollout, industrial decarbonisation, manufacturing capacity in clean technologies, and de-risking private investments.
Next steps
The consultation remains open until 25 April 2025, allowing for comments from Member States and stakeholders. A multilateral meeting will discuss the proposal.
Background
The proposal follows a survey showing the TCTFs effectiveness. The CISAF builds on this feedback and the Commissions experience. By June 2024, €47 billion in aid was approved under TCTF, with €2.4 billion granted. Other State aid guidelines continue to apply.
