The Commission urges Member States to review foreign investments and assess economic security risks

Today, the Commission issued a recommendation for EU Member States to reassess foreign investments in strategic technology areas such as semiconductors, artificial intelligence, and quantum technologies. Member States are advised to evaluate potential risks to economic security from these transactions.

Based on expert group findings, guidance is provided for identifying and evaluating potential risks posed by these investments.

Member States are expected to report progress by 15 July 2025 and a full report by 31 March 2026.

Maroš Šefčovič, Commissioner for Trade and Economic Security, stated: “The EU remains a leader in attracting and generating world-class investments. However, due to current geopolitical dynamics, we need a deeper understanding of potential risks. Evaluating EU foreign investments in key technology sectors gives us a clearer picture of potential threats. This knowledge will better equip us to enhance our economic security and guide future policy choices while maintaining a robust investment environment in the EU. I strongly encourage all EU Member States to implement these recommendations, which will benefit us all in the long term.”

A panel of independent experts will assess cities against environmental indicators such as air quality, water, biodiversity, and climate change. Based on recommendations and background checks, the Commission will select finalists.

Commissioner Jessika Roswall encourages cities to apply, stating: “This is an opportunity to showcase sustainability and share best practices. Most Europeans live in cities, so let’s make them sustainable places to live and work.”

The European Green Capital Award promotes cities striving to improve quality of life and reduce environmental impact. To date, 17 cities have won the Green Capital Award and 19 the Green Leaf Award, forming a network of leading cities sharing a common vision.
