News from the Committees of January 28

On Tuesday, January 28, various permanent committees discussed ongoing legislative proposals. Below is a selection of these committee meetings. A complete overview can be found here.

Petition

The Finance Committee (FIN) received a petition from seven industry associations on January 28 regarding the Anti-Money Laundering Plan. The associations advocate for allowing cash payments up to 10,000 euros instead of the proposed maximum of 3,000 euros. The proposal is scheduled for plenary debate on February 4.

Environmental Law

The Infrastructure and Water Management / Housing and Spatial Planning Committee (I&W/VRO) discussed with the Council for the Environment and Infrastructure. The discussion focused on the councils advice Balancing with the Law. The advice addresses the increasing number of lawsuits enforcing environmental law compliance, highlighting a perceived imbalance between judicial, legislative, and executive powers.

Budgets

On January 14 and 21, committees discussed various budget proposals for 2025. In some cases, questions were posed to the responsible ministers, and decisions on further procedures will follow upon receiving responses.

Written Input

Before a bill is ready for plenary debate, committees consult with ministers, often by submitting written questions. Notable discussions included:

  • The Interior Committee (BIZA) discussed the Van Nispen Initiative Proposal regarding constitutional amendments for corrective referendums.
  • The Justice and Security Committee (J&V) reviewed the monitoring of the 2021 Integration Act, with additional questions from CDA and D66 factions.

About the Committees

Eerste Kamer committees discuss legislative proposals regularly, determining readiness for plenary debate or if further questions are needed. Decisions are made public as short notes.
