ANTI-CIRCUMVENTION MEASURES

Why are vessels listed?

The EU lists vessels aiding Russias war efforts, transporting military gear, or engaging in high-risk practices. 74 vessels part of the shadow fleet are listed, facing bans on EU port access and various maritime services.

ENERGY MEASURES

Prohibitions are placed on temporary storage for Russian oil within the EU and on technology for Russian crude oil projects, impacting Russias revenue and production capabilities.

TRADE MEASURES

A gradual ban on Russian aluminium imports is introduced, reducing EU dependence from 16% in 2020 to 6% in 2024. Additional export restrictions target military-use goods.

TRANSPORT MEASURES

Bans are extended to third-country airlines operating in Russia and on increasing Russian ownership in EU transport companies.

INFRASTRUCTURE MEASURES

Full transaction bans are placed on specific Russian ports and airports contributing to military efforts.

FINANCIAL SECTOR MEASURES

Measures target financial institutions using Russias SPFS system, with bans on transactions involving crypto assets supporting the shadow fleet.

MEASURES AGAINST DISINFORMATION

Additional Russian media outlets are banned for spreading misinformation.

OTHER MEASURES

Protection for EU operators is enhanced, with broadened claims for damages due to Russian actions.
