Speech by President von der Leyen at the Munich Security Conference 2025

Federal President Steinmeier,

Minister President Söder,

Excellencies,

Ladies and Gentlemen,

Like many of you, I have been attending the Munich Security Conference for years. It has evolved from a transatlantic gathering to a global forum of political, business, and thought leaders. This reflects not only the conferences success but also the global impact on our security and transatlantic relations.

Our mission here is to shape the geopolitical landscape to protect our transatlantic values and interests. We face challenges from a rogue Russia and global competition. Europe must adapt and thrive in this reality, maintaining a clear vision of what lies ahead.

As we navigate this era of change, Europe is already reforming. The pandemic, the Ukraine war, and the energy crisis have been harsh, yet they taught us the power of urgency. From vaccines to energy security, Europe has shown resilience. We must keep this momentum.

In the first 100 days of the new Commission, we set a tone of action: strengthening competitiveness, enhancing defense, and fostering AI innovation. A stronger Europe benefits all, working with the United States against common threats. We oppose trade wars and unjust tariffs, which harm economies on both sides of the Atlantic.

The focus is on defense and Ukraines security. Europes contributions to Ukraines peace and strength are substantial, with significant financial and military support. We have imposed sanctions to weaken Russias economy and are assisting Ukraines EU accession.

Europe must do more for its security, increasing defense spending and investment. We will propose fiscal measures to support defense investments, ensuring a robust European approach.

This discussion is about our prosperity, security, and the enduring promise of peace. Europe must be pragmatic, focused, and determined, countering threats and leveraging strengths. Long live Europe.
