Subsidy Scheme for Cooperative Energy Generation – Final Advice 2025

The Ministry of Climate and Green Growth has asked the PBL for advice on the expected electricity production costs for hydropower, wind energy, and solar PV in the Cooperative Energy Generation Subsidy Scheme (SCE).

The Ministry of Climate and Green Growth has requested advice from the Netherlands Environmental Assessment Agency (PBL) on the expected costs of electricity production for hydropower, wind energy, and solar PV within the Cooperative Energy Generation Subsidy Scheme (SCE) for implementation starting in 2025. The PBL received support from the Netherlands Organisation for Applied Scientific Research (TNO) in the research process underlying this advice.

The Minister of Climate and Green Growth decides on the opening of the new SCE scheme, the categories to be opened, and the associated base amounts. Calculation Method

The SCE is a scheme that provides a subsidy for the production of renewable energy carriers. The subsidy equals the unprofitable component of technologies after deducting the revenues that energy cooperatives receive from the sale of electricity, gas, or heat on the market. Solar PV, wind energy, and hydropower are part of the SCE scheme.

The calculation method of the base amounts is based on the unprofitable-top models used for the SDE++, but specific assumptions have been made for reference systems in the SCE with associated technical and economic characteristics. This advice first discusses the financing parameters and then addresses the cost parameters of the relevant SCE techniques for solar PV, wind energy, and hydropower.

Market Consultation

The SCE targets local initiatives by energy cooperatives. This advice also uses information obtained through a market consultation. The PBL has aggregated and anonymized the questions from the market consultation in this report and provided answers.
