Defense Permits Not Up to Date for Years

The Human Environment and Transport Inspectorate (ILT) grants permits for environmental activities conducted by Defense on around 180 sites. Permits balance the risk of damage against the need for activities. While emissions or noise cannot always be avoided, they can often be reduced. However, Defenses permits for environmental activities have been outdated for years. Compliance is also lacking. ILT notes that resident interests are insufficiently protected.

The Ministry of Defenses principal duty is to safeguard peace and security for the Netherlands and allies. It needs enough personnel, equipment, and practice space to perform this duty proficiently. Activities such as sailing, driving, flying, shooting, and storing ammunition create emissions and noise, impacting the environment and residents.

ILT Enforcement

Defense, like any company, must adhere to laws and regulations. Currently, it does not, and if violations persist, ILT might stop activities. Several enforcement actions are ongoing, including at Artillery Shooting Camp t Harde, Munition Warehouse Veenhuizen, and Navy Complex Nieuwe Haven. ILT must ensure Defense follows environmental regulations like noise and storage. Citizens must trust these activities are safe for health.

Political Choices Needed

ILT acknowledges Defenses unique role and tasks, which are intensified by world political developments increasing burden on the environment and disturbance for residents. Political choices are needed to balance community interests and environmental protection with Defense activities. Defense must also update permits and follow regulations.
