Former Tax Office to Become Residential Building for Asylum Seekers and Urgent Housing

Housing corporation Trudo, the COA, and the municipality of Eindhoven plan to convert the office tower at Karel de Grotelaan 4, the former Tax Office, into a residential building for various target groups: asylum seekers, status holders, and people who need temporary housing, such as students, starters, or parents in separation. The municipal council must approve the funding for this plan in April.

The concept is unique for Eindhoven: a permanent residential building for temporary residents - referred to by Trudo as the House of In-Between. By combining shelter and social rental, we promote integration and cohabitation from day one. There will always be a need for temporary housing for various target groups. With this building, we provide a structural solution for this housing need. In times when less shelter for asylum seekers is needed, more social rental apartments will be available in the building. It is expected that the first residents will be able to move into the building in the second half of 2027.

Shelter and Living

Housing corporation Trudo will own the building. The COA will rent a large part of the building from Trudo. They will accommodate a maximum of 300 asylum seekers and status holders here. The COA is responsible for the shelter and guidance of these people. The agreements between Trudo and the COA are made for 30 years.

Trudo is responsible for housing the other residents. Initially, there will be 60 independent social rental apartments for about 100 residents. These will be rented to people who need temporary housing. If fewer asylum seekers come to Eindhoven, more housing will become available for urgent seekers in the building. A maximum of 165 independent social rental apartments can be built in the entire building.

Approval by Municipal Council

The House of In-Between is one of four council proposals regarding asylum reception that will be submitted for approval to the municipal council in April. These four proposals form a cohesive approach in which policy, implementation, and financing are aligned.
