Homes for Small Households

The Netherlands faces a significant shortage of affordable homes. Since 2019, flexible housing has been seen as a potential solution.

The Netherlands has a significant shortage of affordable homes. The government sees flexible housing as one solution to this shortage, implementing active policies since 2019. Flex homes are usually small and affordable, targeting single and two-person households. Although relatively new, policies for small, affordable homes have existed for some time. However, specific research on the small homes segment (50m2 or less) is limited. This study compares flex homes with HAT homes from the 70s and 80s, intended for singles and two-person households, and with other small homes in the Netherlands. This comparison provides insights into the advantages and disadvantages of choosing flexible housing.

Flex Housing Results in Very Small Homes

The research shows that flex homes, often under 30 square meters, are on average smaller than HAT homes and other small homes, which usually range between 41 and 50 square meters. This size difference is relevant to their usage. While there is demand for homes for small households, residents prefer slightly larger homes when possible. The limited space in flex homes can encourage residents to move quickly to larger options, leading to high turnover in flex housing complexes. This can negatively impact cohesion and stability, especially with large concentrations of small homes.

What Type of Homes to Build for Small Households?

The number of small households seeking affordable housing is large and will continue to grow. Policymakers must ensure enough affordable, future-proof homes for these small households. They see flex homes as an important direction.

While flex homes can provide temporary relief for those needing quick shelter, a more sustainable solution lies in more permanent homes that meet long-term housing needs. Building affordable but slightly larger homes offers perspective for small households. For those who opt for flex homes, the lessons from HAT homes are important: issues like social isolation can be reduced by placing flex homes in accessible and attractive locations and ensuring careful long-term management.
