DECISION
- To adopt the Implementation Programme for Climate Adaptation.
SUMMARY
The municipal executive has adopted the Implementation Programme for Climate Adaptation 2026–2028. Over the next two years, actions will be taken to make Olst-Wijhe more resilient to flooding, heat stress, drought and to strengthen biodiversity. The implementation programme builds on the ambitions and steps outlined in the Climate Adaptation Policy Plan. The funds for the Implementation Programme are covered by the adopted Climate Adaptation Policy Plan through the deployment of CDOKE funds. For some actions in the Implementation Programme, the required budget is not yet known (TBD). Any additional budget will be submitted to the council for decision-making at the appropriate time, if necessary.
4. ENSIA 2025
DECISION
- To issue the College Statement on ENSIA 2025 regarding information security for DigiD and Suwinet;
- To adopt the accountability report for 2025 on the BAG, BGT and BRO;

Each year, the municipal executive submits an accountability report on information security and data quality to the national supervisory authorities (Ministries of the Interior and Kingdom Relations, Finance and Social Affairs and Employment) and to the municipal council. 5. Opportunities Map VTE Phase 2

During the discussion of the 2025–2028 Policy Framework, the municipal council adopted a motion with the following content:
- Monitoring of external hiring costs and a short-term target (2025) with a maximum payroll of €15.7 million (permanent staff plus temporary external staff).
- In the long term, the percentage of external hiring should be brought in line with that of other municipalities of comparable size.

7. Update of Policy Rules on tackling residential nuisance in Olst-Wijhe
DECISION
- To repeal the 2019 policy rules on tackling residential nuisance in the Municipality of Olst-Wijhe;
- To adopt the 2026 Policy Rules on the Housing Nuisance Act for Olst-Wijhe.
SUMMARY
The Housing Nuisance Act entered into force on 1 July 2017. This Act enables the municipal council, in a municipal by-law, to grant the Mayor the power to impose behavioural instructions on the perpetrator of serious and repeated residential nuisance. The current policy rules are outdated and need to be updated. The policy rules outline how the Municipality of Olst-Wijhe applies the Act in practice.
8. Discharge declaration for bank guarantee De Veenkeizer B.V.
DECISION
- To issue a discharge declaration for the bank guarantee for De Veenkeizer B.V., despite not all obligations under the pre-contractual agreement having been fulfilled.

The municipal executive agrees to issue a discharge declaration for the bank guarantee for De Veenkeizer B.V. The Vosmanskamp project has now been completed, but De Veenkeizer B.V. still has to provide maintenance for a maximum of 9 months. 9. Multi-year forecast 2027–2029 for the Central IJssel Region Protected Housing and Social Shelter (BW/MO)

- To address the expected deficits in protected housing and social shelter by opting for cuts rather than additional investments, and in doing so:
- To positively decide on the proposed cuts:
- To discontinue Temporary Shelter with Support in the region (Zutphen Municipality).
- To discontinue Rooms with Attention from 2027.
- To phase out Bed & Breakfast from 2027 by discontinuing subsidies for two places at GGNet and Ygdrasil.
- To reduce client participation from 2027 to 4 hours per week.
- To continue Housing First in a slimmed-down form for a maximum of 15 clients in 2027 and 2028, and to link the follow-up in 2029 to an evaluation in the third quarter of 2027.
- To discontinue the provision of regional funds for local addiction prevention from 2028.
- To positively decide on further investigation of possible savings options:
- To phase out protected housing (€1.5 million) in relation to protected living from 2028.
- The relationship between the shift towards Housing First and the potential lower costs for social shelter from 2028.
- To focus on case management, including setting up the De Brink care home.
- To explore savings opportunities on regional implementation costs.
- To positively decide on further investigation of opportunities to increase revenues:
- To continue indexing social shelter after 2028 and to charge local municipalities for this.

- The revenue potential of the own contribution to social shelter.
- Possible additional funding from the central government.
- To advise negatively on a proposed solution direction:
- To work towards a reserve of at least 10% of the central government budget.

10. Proposal for the granting of an environmental permit for the construction of twenty homes at Kleistraat unnumbered in Olst
DECISION
- To cooperate in granting the environmental permit for the construction of twenty homes for the 'T Kleiland development in Olst by issuing an environmental permit.
SUMMARY
On 19 December 2025, an application was submitted for an environmental permit for the planning permission for 20 homes at Kleistraat (next to number 1) in Olst. The first of two applications is now being granted an environmental permit so that the housing construction plans can be further developed. On 9 February 2026, the municipal council issued a positive binding advice on this application. This further development will be dealt with in a separate application.
11. Decision on intention to join the GR Collectie Overijssel following the revision of the Service Provision Agreement (DVO) Collectie Overijssel as of 1 January 2027

- The executive decides:
- To express an intention to join the Joint Arrangement (GR) with Collectie Overijssel;
- To take a decision on the associated financial implications and to include this in the Policy Framework for information purposes.
SUMMARY
The executive proposal concerns the choice of a scenario for our archive storage facility for the municipality of Olst-Wijhe's permanently stored archives as of 1 January 2027. The price of our current Service Provision Agreement (DVO) with Collectie Overijssel will increase to a cost-covering rate following a decision by the General Board (AB). In addition, the new upcoming Archive Act will impose stricter legal requirements that are not included in our current DVO with Collectie Overijssel (CO). Joining the Joint Arrangement (GR) is the best option.
