Intent agreement signed for research into development of Heteren-Zuid
The Municipality of Overbetuwe and four project developers have signed an intent agreement for the Heteren-Zuid area. With this agreement, the parties are launching a joint study into the possibilities for a new residential area, including associated facilities and public space.
Deputy Mayor Karel Grimm, together with the directors of the involved developers (Whoon, Roosdom Tijhuis, Vabo and K3), signed the agreement on Friday, 13 March 2026. This marks the next step in exploring the development of Heteren-Zuid.
Deputy Mayor Grimm: “Personally, I have enormous appreciation for the commitment of the residents of Heteren, which has made it possible to take this step in close consultation with developers and the municipality. There is still much to be researched to ensure we arrive at a high-quality plan. What is certain is that this offers ample opportunities for Heteren.”
Study into area vision
In the coming period, the municipality and developers will explore how the area could develop in the future. The findings of this study will form the basis for an area vision for Heteren-Zuid. In doing so, we will also consider the quality of the area and what suits the village of Heteren. The vision is expected to be ready by 2027. The municipal council will ultimately adopt the area vision. After that, the municipality can decide whether and how the area will be further developed. The plans will then be elaborated further and the usual procedures will be followed.
Participation with local community
In the coming period, the municipality and the developers will collaborate through a careful and participatory process. Residents, entrepreneurs and other stakeholders can share their ideas and points of concern during this process.
Feasibility and collaboration
In addition to spatial possibilities, the financial feasibility of a potential area development will also be examined. The developers will also explore, both among themselves and together with the municipality, what future collaboration could look like. The study into the area vision is expected to take one to one and a half years.
The actual realisation of a new residential area is still in the future. If further decision-making proceeds positively, construction could potentially start from 2030.
Previous decision-making
The municipal council previously decided that Heteren-Zuid is a potential location for future urbanisation. In April 2025, the council approved the search area for housing construction in this location, as included in the ‘Koersdocument actualisatie Omgevingsvisie’. The village development plan ‘Heteren Overbrugt’ also previously included a proposal for the development of a residential area at this location.
