Start of implementation of the Integral Housing Plan: ’t Zwanenest as the first project
We are taking the first concrete step in the implementation of the Integral Housing Plan (IHP) 2026–2029. The public primary school ‘t Zwanenest in Schagerbrug will be the first school to be renovated. A renovated or new school building will be constructed at the current location, possibly in combination with childcare. The project serves as an example of how we aim to modernise and make our education housing more sustainable in the coming years.
IHP forms the basis for future-proof schools
The IHP Implementation 2026–2029 was adopted by the municipal council (frameworks) in May 2025 and by the municipal executive in December 2025. In this plan, in close consultation with the school boards, pupil forecasts, renovation or new construction scenarios, and the required capacity up to 2042 were examined per location. The school boards have agreed with the implementation plan.
Last year, we went through a careful process together, resulting in an up-to-date IHP that takes inclusion and collaboration with childcare into account. A good school building is a crucial building block for the best education for our children, so it is great that we can now really get started.
Alwin Hietbrink
board member NAVAN
The collaboration is described as equal and respectful. At the same time, market forces remain an important point of attention: rising construction costs and limited capacity in the construction sector can affect planning and budget.
’t Zwanenest as a pilot project
With the renovation of ‘t Zwanenest, the IHP will take visible shape for the first time. The public primary school in Schagerbrug will be renovated or rebuilt on the same site. It will also be investigated whether childcare can be integrated into the building, creating a child centre where education and care come together under one roof.
With ‘t Zwanenest, we are giving the starting signal for the implementation of our Integral Housing Plan. This project shows what we stand for: sustainable, healthy, and future-proof schools in all cores of our municipality. We are not only investing in a beautiful building, but above all in a good learning environment for our children and in the liveability of Schagerbrug.

alderwoman
Planning: start in 2026, completion in 2029
Preparatory work for the school will begin in 2026. The renovated school is expected to be completed in 2029. Since renovation is expected to be the most suitable option, the project will aim for BENG (Nearly Energy Neutral) level. Building or renovating to the stricter ENG (Energy Neutral) level is not feasible in this case. Temporary modular buildings will be needed during the construction work so that education can continue for the pupils. This will result in additional costs and a tight schedule.
Budget and financial embedding
A budget of €4,847,000 is available for the renovation of ‘t Zwanenest. This amount is based on the expected pupil development and the required capacity, and includes, among other things:
- supplement Frisse Scholen (Fresh Schools)
- sustainable and operationally efficient construction
- increasing the quality level
- additional costs, including temporary modular buildings
- inclusive construction
The planning and resources for this project will be included in the municipal multi-year plan and will align with the framework policy note and (multi-year) budget.
Risks and execution management
The project’s lead time depends, among other things, on the complexity of the plan and the required spatial and administrative procedures. In addition, market forces, limited construction capacity, and possible price increases can affect costs and planning. To monitor the progress of ‘t Zwanenest and the other projects within the IHP, we are actively using programme management. This will ensure control over time, quality, and budget, and we will periodically report on the implementation of the Integral Housing Plan.
