Development of Segaar-Arsenaal site in Voorschoten can finally proceed
The development of the Voorschoten Segaar-Arsenaal site can finally proceed. Residents along Leidseweg had feared increased waterlogging due to the construction. They therefore filed an appeal with the Council of State. However, the Council ruled that research shows waterlogging will decrease rather than increase.
The Segaar-Arsenaal site, located between Leidseweg and Korte Vliet, will be transformed into the new residential area ‘Park Arsenaal’ with 100 homes. Two apartment buildings will provide 44 rental units, of which 30 are social housing and 14 mid-market rentals. In addition, there will be 6 maisonettes (affordable owner-occupied homes), 49 single-family homes, and 1 detached house. The park will also be improved.
Independent research
Residents along Leidseweg, who already experience water in their crawl spaces, were concerned that this issue would worsen. Various studies on the impact of construction on groundwater levels showed that these concerns were unfounded. However, since Niersman Projectontwikkeling BV commissioned the research itself, residents believed the outcome was not objective and requested the Council of State to reject the construction plans. The Council determined that the research was indeed independent and dismissed the request.
Connection to rainwater sewer
“High groundwater levels and water in crawl spaces remain a point of attention for the municipality,” emphasizes alderman Hans van der Elst. “For example, the new streets will be connected to the rainwater sewer system, reducing the amount of water seeping into the ground. Moreover, we are implementing the recommendations from the Hoogheemraadschap of Rijnland. Either way, I am pleased that we can now start building new homes, which are in such high demand.”
More information
Sales of the new homes will begin in the second quarter of 2026. In the third quarter, the construction-ready phase will also commence, during which the underground infrastructure will be installed. Construction is expected to start in the first quarter of 2027. For more information, visit www.voorschoten.nl/herontwikkeling-segaar-arsenaal or www.parkarsenaal.nl.
