More new construction by housing corporations in 2025
In 2025, housing corporations added 21,500 new rental homes. This is 2,000 more than in 2024 and the highest number since measurements began in 2012. These figures come from new data from Statistics Netherlands (CBS) on new-build homes, a study conducted at the request of the Ministry of the Interior and Kingdom Relations.
The housing corporation homes account for 31% of all 69,200 new-build homes in 2025. Of the remaining new-build homes, 47,100 are owner-occupied or private rental properties. The owner of 600 new-build homes is still unknown. The number of housing corporation homes changes not only due to new construction but also through demolition, sales, purchases, and other additions and removals.
Most new housing corporation homes in Amsterdam, Utrecht, Haarlemmermeer and Breda
In 2025, Amsterdam saw the highest number of new housing corporation homes delivered, nearly 2,900. Amsterdam was followed by Utrecht, Haarlemmermeer and Breda, where more than 500 new housing corporation homes were delivered. The percentage of housing corporation homes in total new construction varies by municipality. In some municipalities, all new-build homes are from housing corporations: Papendrecht (115), Leiderdorp (90), Krimpen aan den IJssel (55) and Doesburg (25).
There are also municipalities where housing corporation homes make up only a small part of new construction or are entirely absent. Of the 309 municipalities where more than 10 new-build homes were delivered, 86 had none from housing corporations. Some municipalities where many homes were built but few or no housing corporation homes were delivered include The Hague, Boekel and Hoorn.
More new housing corporation homes in urban municipalities
In highly urban municipalities, 37% of new-build homes are owned by housing corporations. In very highly urban municipalities, this figure is 34%. In less urban municipalities, the share ranges between 23% and 27%.
