Government revenues, expenditures and debt exceed 500 billion euros
In 2025, the Dutch government spent 529 billion euros. Expenditures were 19 billion euros higher than revenues. This corresponds to a deficit of 1.6 percent of gross domestic product (GDP) for 2025. A year earlier, this was 0.7 percent. By the end of 2025, the debt stood at 524 billion euros, 32 billion euros more than a year earlier. The debt rose from 43.8 percent to 44.4 percent of GDP. This is reported by Statistics Netherlands (CBS) based on the first, provisional figures for government finances in 2025.
The government deficit for 2024 has been adjusted downwards by 0.2 percentage points of GDP. Government balance and government debt are the main indicators of the state of government finances.
As in recent years, government expenditures in 2025 rose faster than GDP. With an increase of 32 billion euros, expenditures for 2025 amounted to 529 billion euros. Almost half of this consisted of social benefits and healthcare expenditures. These increased by 14 billion euros in 2025. The government spent 7 billion euros more on its own staff, about one-fifth of total expenditures. Transfers to foreign countries rose by nearly 40 percent to 18 billion euros. This amount includes contributions to the European Commission, development cooperation and support for Ukraine. Investments in fixed assets also increased significantly, by 4 billion euros (12 percent), partly due to purchases of military equipment.
Government revenues rose by 22 billion euros to 510 billion euros in 2025. Of this increase, 21 billion euros came from taxes and premiums, and 1 billion euros from other income, such as interest, dividends and transfers from the European Commission.
The three largest taxes – VAT, corporate tax and payroll and income tax – together generated 11 billion euros more than a year earlier. In particular, revenues from corporate tax rose by a relatively high 10 percent. Employer and healthcare premiums together generated 7 billion euros (8 percent) more than in 2024. Among other, smaller taxes, inheritance tax and transfer tax saw the largest increases, rising by 20 percent and 23 percent respectively, amounting to 0.7 billion euros and 0.9 billion euros. Revenue from tobacco excise duties fell by 0.4 billion euros (15 percent) in 2025.
By the end of 2025, government debt stood at 524 billion euros. This is 32 billion euros higher than at the end of 2024, equivalent to an increase of about 1,800 euros per inhabitant.
The increase is not only due to the 19 billion euro deficit, but also largely to net outflows of money for financial transactions. In particular, loans totaling 12 billion euros from the Dutch State to TenneT, the state-owned company responsible for the high-voltage grid, contributed to this. Like other financial transactions, loans do not have a direct effect on the government deficit, but they do affect government debt because the government must finance the loans.
Financial transactions also brought in money, but much less than flowed out. Among the receipts was the sale of ABN AMRO shares, which brought in 2 billion euros for the treasury.
