Following the evaluation, the sector and Minister Mona Keijzer (Housing and Spatial Planning) are exploring ways to simplify the implementation of the system where possible. More than 3,700 installation companies are now certified to work on these installations.
Reporting of Near Accidents is Adjusted and Improved
The reporting obligation for near accidents (situations with a high CO concentration; for example, due to a detached flue) is being adjusted. Municipalities will now only receive a report if the problem is not immediately resolved by the installer. This approach aligns with the guidance from the Dutch Association for Building and Housing Supervision. Reports will now go through the Digital System of the Environmental Law (DSGO), allowing installers to report more easily and municipalities to respond more quickly. New is that the cause of the incident must also be reported. This information is important for national monitoring and further improvement of safety.
More Room for Replacement of Collective Flues for Owners Associations
A flue usually lasts 15 years. Thanks to a new practical guideline, a collective flue can now be used for up to 5 years longer. However, there are conditions attached for owners associations, such as taking management measures and implementing a replacement or renovation plan within this period. This new guideline will soon be published by NEN. Owners associations can often obtain a loan for replacement or renovation. This can be done through their municipality at the Stimulus Fund for Housing in the Netherlands (SVn), or directly from the Future-Proof Maintenance Fund for owners associations or the National Heat Fund.
Additionally, there are various initiatives within the sector to simplify the implementation of the system, especially for freelancers and small businesses. For example, through apps and by reviewing certification schemes.
No Legal Obligation for Periodic Maintenance
The evaluation does not give Minister Keijzer a reason to make periodic maintenance legally mandatory. However, she encourages this in collaboration with the Dutch Burns Foundation and the Dutch Fire Service through the annual campaign Stop CO Poisoning. In the upcoming heating season, the information campaign will be further expanded through the public campaign Improve Your Home – Sustainable Living (improveyourhome.nl).
