Oeverrijk
Background and content
The reason for amending the environmental plan is that on 7 March 2022, the municipal council unanimously adopted a motion not to cooperate with the previously planned housing development in Oeverrijk. The motion 'no housing development in Oeverrijk' also included starting the planning procedure to change the designation 'residential area' of Oeverrijk. The amendment to the environmental plan implements this.
Public participation
On 9 October 2024, a first public participation meeting was held. Individual discussions were also held with local residents about the future of Oeverrijk. These discussions showed that the current natural values are particularly appreciated. The amendment to the environmental plan is a first step in this regard.
Views and administrative amendments
The draft amendment to the environmental plan, including the accompanying documents, was on public display for 6 weeks – from 6 November 2025 to 17 December 2025. No views were submitted regarding the draft amendment.
The plan includes a number of administrative amendments, which are minor and mainly linguistic in nature. These include changing the word 'bestemmingsplan' (land-use plan) to 'omgevingsplan' (environmental plan), incorporating the term 'plangebied' (planning area) and standardising the surface area measurement used.
Viewing the amended environmental plan
The amended environmental plan will be on public display from Wednesday 18 March 2026 to Wednesday 29 April 2026 for 6 weeks. You can view the environmental plan and the accompanying documents online. You can also view the documents at the town hall on Rivierweg 111. Check our opening hours before you come.
Right of appeal
If you disagree with the decision, you can lodge an appeal with the court. You can appeal if you have a legitimate interest (even if you did not previously submit views). You can also appeal if you do not have a legitimate interest, but did submit views or if you missed the opportunity to submit views through no fault of your own. You can lodge an appeal from 18 March 2026 to 29 April 2026.
You must send your appeal in writing to the Administrative Law Division of the Council of State, Postbus 20019, 2500 EA Den Haag. You will have to pay court fees for this.
Entry into force of the environmental plan
The amended environmental plan will enter into force on 15 April 2026. Submitting an appeal does not change this. If this causes you problems, you can request an interim injunction. To do this, you must have submitted an appeal to the Division. Requesting an interim injunction does not have suspensory effect. The entry into force will only be suspended if the interim injunction is granted.

The municipal executive decided on 17 March to take the following traffic measures to designate individual disabled parking spaces in De Baronie, Reigerlaan, Roekstraat and Valeriusrondeel:
- to determine that, upon this decision coming into force, previous traffic measures in the relevant traffic area will be repealed if they conflict with this decision
- to reserve 1 parking space in De Baronie at the level of entrances 1 to 39, near the applicant's home, as a disabled parking space by displaying traffic signs E06 (Disabled parking) in combination with sub-sign OB309 for the vehicle registration number specified in Appendix I of the Traffic Rules and Traffic Signs Regulations 1990

Public notice Heat Programme
Under the new Municipal Heat Instruments Act (effective 1 July 2026), municipalities must determine whether an environmental impact assessment (planMER) is required when drawing up a heat programme. A planMER shows in advance the environmental impact of certain choices. The scope and detail level note (NRD) is the first step in the environmental impact assessment procedure.
Where can you view the NRD?
The NRD is on public display from 19 March to 29 April 2026 for 6 weeks. You can view the NRD online and at the town hall.

The municipal executive has decided to apply administrative enforcement. The municipality aims to protect the appearance of the municipality and prevent vehicles from being parked for long periods, other than for normal traffic use.
Offence
Under the APV Capelle aan den IJssel, article 5:6 Camping equipment and other vehicles, it is prohibited to place or keep a vehicle used for recreation or other purposes than traffic on the road for more than 3 consecutive days.
Notice
The owner of the trailer on Willem Marisrade cannot be traced. We call on the owner or holder of this vehicle to remove it and keep it removed within 14 days of publication of this notice.
Measures
If this is not done within this period, administrative enforcement will be applied under article 125 of the Municipal Act and articles 5:21 et seq. of the General Administrative Law Act (Awb), meaning that the municipality will remove the vehicle and store it for a maximum of 13 weeks or less if the costs of applying administrative enforcement are not proportionate to the value of the vehicle.
Cost recovery
Within this period, the owner of the vehicle can report to the Enforcement Department and collect the vehicle after paying the costs associated with the administrative enforcement. If the vehicle is not collected by the owner, it will be sold or destroyed.
