On the road to a single environmental plan for the entire municipality
Sub-area Staphorst village-Rouveen available for inspection from March 25.
You may have heard of it or already encountered it: the Environmental and Planning Act. This act came into force on January 1, 2024, and consolidates many different laws governing the physical environment into a single piece of legislation. The Environmental and Planning Act now serves as the basis for permit issuance within the municipality of Staphorst.
One environmental plan for the entire municipal area
The Environmental and Planning Act also stipulates that municipalities must create a single environmental plan for their entire territory. The most significant change here is that we will no longer work with land-use designations but instead regulate activities. In the environmental plan, the municipality will specify which activities are permitted at which locations, either with or without conditions or a permit requirement.
In the municipality of Staphorst, 200 land-use plans must be converted into a single environmental plan for our entire territory. We are doing this gradually, in five sub-areas, each with its own amendment decision. We are proceeding cautiously, ensuring that existing rights remain intact. We are starting with the land-use plan area Staphorst village-Rouveen, followed by IJhorst-Punthorst. At a later stage, the Region, the Rural Area, and the (existing) business parks will follow. In addition, the environmental plan will be supplemented with new developments, which will follow their own procedures.
Draft first amendment to the environmental plan – sub-area Staphorst village-Rouveen available for inspection
The draft environmental plan for the first sub-area is complete. The plan rules from the land-use plan area Staphorst village-Rouveen have been converted from land-use designations to activities. The rules have been harmonized, clarified, and updated to reflect current times. Substantively, the rules have remained as similar as possible.
The draft of this first amendment decision on the environmental plan will be available for inspection from March 25 to May 6, 2026. During this period, you can submit your views on this draft. The meetings will be held between 4:00 PM and 5:30 PM and between 6:30 PM and 8:00 PM in the central space at the town hall, Binnenweg 26 in Staphorst. You can drop in at a time that suits you.

This way, you can also find out at home what this environmental plan regulates for your property and/or your surroundings.
