Public notice Fascinatio Boulevard (20 March 2026)
The municipal executive has decided to apply administrative enforcement. The municipality aims to protect the appearance of the municipality and prevent vehicles from being parked for long periods, other than for normal traffic use.
Violation
Under article 5:6 of the APV Capelle aan den IJssel (Camping equipment and other vehicles), it is prohibited to place or keep a vehicle that is used for recreational purposes or other than for traffic purposes on the road for more than 3 consecutive days.
Public notice
The owner of the trailer on the Fascinatio Boulevard cannot be traced. We call on the owner or holder of this vehicle to remove it and keep it removed within 14 days of the publication of this notice.
Measures
If this is not done within this period, administrative enforcement will be applied under article 125 of the Municipal Act and articles 5:21 et seq. of the General Administrative Law Act (Awb), meaning that the municipality will remove the vehicle and store it for a maximum of thirteen weeks or for a shorter period if the costs of applying administrative enforcement are not proportionate to the value of the vehicle.
Recovery of costs
Within this period, the owner of the vehicle can report to the Enforcement Department and collect the vehicle after paying the costs associated with the administrative enforcement. If the vehicle is not collected by the owner, it will be sold or destroyed.
Objection
We would like to point out that you can object to our decision by submitting a notice of objection under article 7:1 of the Awb. The deadline for submitting a notice of objection is 6 weeks from the day after this decision was published. Under article 2:10 (Objects in public spaces) of the APV Capelle aan den IJssel, it is prohibited to use a public space for purposes other than its public function without a permit from the municipal executive. If you want to place something in a public space, you need a permit. This includes: cranes, containers and scaffolding. It also includes fencing, construction barriers, mobile toilets and other objects.
Public notice
The owner of the wooden planter with soil cannot be traced. We call on the owner of the wooden planter with soil to remove it and keep it removed within 14 days of the publication of this notice.

Intention to sell land Drieluik 50
The municipality of Capelle aan den IJssel intends to sell approximately 25 m² of small green space, cadastrally known as Capelle aan den IJssel, section D, number 6926 (partially) to the owner of the adjacent property in Capelle aan den IJssel. The buyer is the only suitable candidate based on the Municipal Land Policy Plan 2024 of Capelle aan den IJssel. Land swap agreement Block 3 near Rivium 1st street, Rivium 2nd street and Rivium Boulevard
The municipality of Capelle aan den IJssel intends to swap a plot of land near Rivium 1st street, Rivium 2nd street and Rivium Boulevard (2909 LK) Capelle aan den IJssel, cadastrally known as municipality of Capelle aan den IJssel, section E, number 2698 (partially), approximately 246 m² to be provided and approximately 3,985 m² to be acquired in sections E, numbers 1048 (partially), 1072 (partially), 1787 (partially), 2342 (partially) and 2697 (partially) with the owner of the aforementioned address.
By entering into a land swap agreement, the development of the area will be implemented.
In the opinion of the municipality of Capelle aan den IJssel, the owner of the properties on Rivium 1st street, Rivium 2nd street and Rivium Boulevard (in Capelle aan den IJssel) is the only serious candidate eligible to enter into a land swap agreement, for the following reasons:
- The land to be swapped near Rivium 1st street, Rivium 2nd street and Rivium Boulevard (in Capelle aan den IJssel) is adjacent to the existing property of the owner on Rivium 1st street, Rivium 2nd street and Rivium Boulevard (in Capelle aan den IJssel).
- The plots of land (total area to be provided and acquired approximately 4,231 m²) which are essentially unusable for a third party. Based on the above arguments, considered together, the municipality is of the opinion that, based on objective, reasonable and verifiable criteria, there is only one serious candidate eligible to enter into a land swap agreement with the municipality of Capelle aan den IJssel.
Objection period

Intention to swap land near P.C. Boutenssingel 5
The municipality of Capelle aan den IJssel hereby announces that it intends to swap 3 strips of municipal land with a total area of approximately 498 m², cadastrally known as municipality of Capelle aan den IJssel, section B, plot numbers 11029 and 11034 (both partially), with the owner of P.C. Boutenssingel 5. In exchange, the municipality will receive a strip of land of 542 m², cadastrally known as section B, plot number 10140 (partially), adjacent to section B, plot number 11029.
When disposing of land, the municipality must conduct a selection procedure to allow serious potential candidates to compete, thus creating equal opportunities. However, a selection procedure may be waived if it is clear or reasonably assumed, based on objective, verifiable and reasonable criteria and policy objectives, that there is only one serious potential candidate for the disposal. In that case, the public body must publish its intention to dispose of the land in good time before the disposal takes place in such a way that everyone can be informed, explaining why it believes, based on the aforementioned criteria, that there is only one serious potential candidate.
Reasoning: only one serious candidate
The land swap is important for the realisation of a high-quality layout of the Blinkert area. The physical layout to the west of P.C. Boutenssingel 5 does not currently match the property boundaries.
The Municipal Land Policy Plan 2024 of Capelle aan den IJssel sets out clear criteria for the disposal of small green spaces and strips of land, so that the same decision can be made in similar cases, provided there is one adjacent owner. In this case, the strips of land are directly adjacent to the property of the relevant owner. There is no adjacent property of another serious potential candidate that could be eligible to acquire the strips of municipal land. For this reason, the municipality of Capelle aan den IJssel considers the owner of P.C. Boutenssingel 5 to be the only serious potential candidate for the relevant strips of municipal land.
Response period
If you would like to respond to this intention to sell land by the municipality of Capelle aan den IJssel, you must notify the municipality in writing by email within 20 calendar days of the date of this publication and state, with reasons, why you believe you are also a serious potential candidate. After this period has elapsed, it will no longer be possible to object and your rights will have lapsed.
