Hengelo to build without emissions
In the future, companies wishing to build in the municipality of Hengelo will no longer be allowed to emit CO2, fine particulate matter or nitrogen. The municipality is joining the Clean and Emission-Free Construction Covenant. Currently, machinery and vehicles used for construction often still emit harmful substances that are detrimental to nature, the climate and health. Between now and 2035, legal requirements for this construction equipment will be tightened further.
A total of 110 parties have already signed the covenant, including 38 municipalities, all 12 provinces, 21 water boards, parties such as ProRail and TenneT, and other construction companies. Thanks to this broad participation, Hengelo can draw on the knowledge and expertise of others, for example when it comes to tendering and permit issuance.
Phase-out policy
Hengelo wants light construction equipment used in the municipality, such as vans or small excavators, to have zero emissions by 2028. In doing so, the municipality is two years ahead of the legal requirement. Heavier construction equipment, such as large cranes or excavators, will be required to have zero emissions from 2035 onwards. As the municipality is often the client for physical projects, it will take the new agreements and legal requirements into account when awarding contracts. The municipality will also have to comply with the legal requirements for work and vehicles when acting as the competent authority in permit issuance.
Subsidies
By signing the covenant, the municipality provides clarity and investment security for entrepreneurs, for example when purchasing emission-free construction machinery. Contractors can also apply for subsidies to purchase or lease this equipment. More information can be found on the website of the Netherlands Enterprise Agency (RVO): www.rvo.nl
The municipality can also claim a special grant from the central government for five years, amounting to a maximum of one million euros per year. This will enable the municipality to offset the higher project costs incurred because contractors will have to use emission-free equipment.
