Minutes of the municipal executive meeting week 14
Meeting of the municipal executive of Oosterhout on 30 March 2026
Building for the future
Completion of traffic study Wilhelminakanaal Zuid
The municipal executive has decided to adopt the sketch designs for the measures resulting from the traffic study Wilhelminakanaal Zuid. The response note, containing feedback from residents and other stakeholders, has also been adopted, and the municipal council will be informed accordingly. In addition, the municipality will purchase a small strip of land from the police to create a pedestrian path between Europaweg and Europark. These measures are necessary because the area south of the Wilhelminakanaal is set to change in the coming years, including through new housing developments and new functions at the Galvanitasterrein. The adjustments will improve accessibility for cyclists and pedestrians, as well as traffic safety and liveability for residents and visitors.
General
Filling in the Hoevestein business park
To prevent vacancy at the Hoevestein business park and add functions that better meet the needs of residents and entrepreneurs, the municipal executive has decided that approximately 3,900 m² may be given a different purpose than offices and services. These new functions must not undermine the core function of Hoevestein as a business park. Primary care, welfare and therapy functions are considered appropriate. An environmental dialogue must be conducted before care functions can be established. The municipal council will be informed of this via a council information letter.
The municipal executive has also:
- decided to propose to the municipal council that the decision ‘binding advisory right of the council for out-of-plan environmental plan activities in Oosterhout 2026’ and the decision ‘environmental dialogue Oosterhout 2026’ be adopted and the current regulation be repealed. The municipal executive has also decided to adopt the ‘Policy rule environmental dialogue Oosterhout 2026’;
- taken note of the evaluation of the environmental dialogue and decided to adopt the recommendations. The municipal council will be informed of this via a council information letter;

- decided to adopt the regional agreement framework for business parks Baronie and inform the municipal council via a council information letter;
