Leap Forward 2026–2027: Housing Construction as a Catalyst for Greater Balance and Quality in Tiel
The municipality of Tiel presents the Implementation Programme Leap Forward 2026–2027, in which we are launching the planning process for four new area developments: Waalzone, Tiel-West / Hertogenwijk, Latenstein and Passewaaij 12-14.
The projects are in addition to existing housing construction projects such as Passewaaij 9-11, Lingehoven and Veilingkwartier. With the existing and new projects, the municipality of Tiel aims to realise approximately 5,000 new homes by around 2035.
Significant Impetus
These four new area developments will collectively provide a significant impetus to Tiel’s goal of achieving greater balance in our town and villages, as outlined in the updated Future Vision. The programme connects housing construction, mobility, amenities and public space, ensuring that expansion and redevelopment contribute to the liveability of existing neighbourhoods.
The leap forward is necessary to achieve greater balance in our housing stock and to add more quality to existing neighbourhoods. The plan also addresses the growing demand for housing. This will be done by working on both expansion locations and inner-city neighbourhood renewal. This combination is crucial to achieving the desired balance in the town and villages.
The Four New Projects within Leap Forward 2026–2027
1. Waalzone – New Riverside District
The Waalzone will be developed into a mixed urban district with housing, amenities and high-quality public spaces along the river.
2. Tiel-West / Hertogenwijk – Strengthening an Existing Residential Area
In the Hertogenwijk, efforts will focus on improving liveability, achieving greater balance in the housing stock, renovation, greening and enhancing the social infrastructure.
3. Latenstein – Future-Proof Residential and Work Area
Latenstein will form a carefully planned expansion where housing construction is combined with work locations and good accessibility.
4. Passewaaij 12-14 – Further Growth of the City
The next phases of Passewaaij will focus on adding homes in a neighbourhood that is already undergoing significant development.
Next Steps
Following the adoption of the implementation programme, we will commence the planning process for the four areas. This will begin with an exploration and feasibility study for each area. In the planning process, we will involve residents, developers and social partners at an early stage to contribute ideas about the future layout of these areas.
