Tilburg Council: Working together for a fair energy transition
On December 13, 2025, the first Tilburg Council presented its recommendations to the municipal executive board. The Tilburg Council formulated no fewer than 18 recommendations on how to shape the energy transition in a fairer way.
To do this, they held five meetings where they exchanged experiences and opinions, and sought connections with one another.
The municipal executive board has now submitted a proposal to the municipal council on how to address the recommendations. The board proposes to adopt or further investigate almost all of the recommendations. The recommendations can be found at denkmee.tilburg.nl.
The final report
The recommendations of the Tilburg Council are set out in a final report. The recommendations include reliable and understandable information about the energy transition, properly involving residents in plans for insulation and sustainability, the role of businesses and government in the energy transition, and ensuring that everyone can participate in the energy transition, with special attention for young people and people with financial and/or psychological issues.
Methodology
The final report also includes the methodology and (participant) evaluation of the Tilburg Council. The final report is also available at denkmee.tilburg.nl.
The next steps
The municipal council will now consider the board's proposal. The expectation is that the municipal council will make a decision on the proposal before the summer of 2026.
