Advisory report by informateur on coalition formation
The informateur, Selçuk Akinci, has today submitted his advisory report to all parties in the council.
After careful consideration, he advises that the first coalition formation talks should be held with PRO (formerly GroenLinks-PvdA) and the Stadspartij. He provides several arguments for this:
- it contributes to trust in the democratic process when electoral shifts are reflected in the composition of the municipal executive;
- a coalition with the Stadspartij could help represent a group of voters who may have felt less heard in recent years;
- this second argument is further strengthened by the fact that the Stadspartij Wageningen has been the second-largest party in Wageningen for three consecutive elections and, in the most recent election, achieved the largest increase in percentage points after newcomer Partij voor de Dieren.
He further advises, among other things, to draft a coalition agreement outlining the main principles, and after discussing the coalition agreement and the appointment of aldermen, to engage in council-wide discussions to create a Long-Term Council Agenda. This agenda will include topics the council wishes to address in the coming years. For each topic, the council can specify how it intends to address it, including the desired level of public participation.
His advisory report concludes with a draft mandate for the formation process, consisting of nine points.
Tomorrow evening, 2 April, at 19:30, a public discussion of his advisory report will take place in the council chamber.
Background
On Saturday, 21 March, informateur Selçuk Akinci was asked by the eight parties in the new council to conduct an ‘information round with all parties to identify substantive agreements and differences, as well as the parties’ preferences for a coalition. In this phase, council-wide formats and/or a coalition agreement will be explored.’ His second task was: ‘to draft a substantive mandate for the formation phase.’ Over the past week and a half, he has held discussions with all parties.
