Municipalities in the Netherlands are responsible for organizing special transport services under the Social Support Act (Wmo) and other welfare regulations. This ensures vulnerable residents, such as those with disabilities or elderly individuals, have access to essential mobility services. The procurement process reflects a regional collaboration to improve efficiency and service quality.

New transport providers for special transport services in Zwartewaterland municipality announced
The contracts for providing special transport services will expire on July 31, 2026. To ensure that transport services remain available from August 1, 2026, new transport contracts have been signed for at least five years. The procurement process was conducted jointly with the regional municipalities (Dalfsen, Ommen, Olst-Wijhe, Kampen, Staphorst, Zwartewaterland, and Zwolle). We will continue this collaboration moving forward.
What is special transport?
Special transport refers to specialized services for individuals who, due to a disability, age, or medical reasons, cannot use regular public transport. This includes transport to school, medical appointments, or daycare activities.
Fixed-route transport and demand-responsive transport
This collaboration does not mean that a single large regional contract has been signed. Special transport is divided into two categories: fixed-route transport and demand-responsive transport. Fixed-route transport covers all scheduled group transport, including student transport, youth care transport, and participation transport. Demand-responsive transport refers to social-recreational transport for which individuals may qualify based on the Social Support Act (Wmo). In addition to this division, the region is also divided into multiple lots. For our municipality, the following applies:
- For fixed-route transport, we (together with the municipalities of Kampen and Staphorst) have signed a contract with Taxicentrale Witteveen B.V.
- For long-distance trips, we have signed a contract with tax company Willemsen de Koning from Arnhem for all municipalities.
- For demand-responsive Wmo transport, we (together with the municipalities of Kampen and Staphorst) have signed a contract with De Vier Gewesten B.V.

What is fixed-route transport and demand-responsive transport?
Fixed-route transport includes student transport, youth care transport, and participation transport under the Participation Act. This operates according to a fixed timetable and route. Demand-responsive Wmo transport operates on demand when requested by the traveler.
