Today, the Commission simplifies the implementation of the EU Deforestation Regulation (EUDR) by publishing new guidance for Member States, operators, and traders. This follows feedback from international partners.
With these simplifications, the Commission meets its commitment to the European Parliament and the Council, while ensuring regulatory certainty.
The updated guidance and Frequently Asked Questions provide simplified measures for companies and authorities to prove their products are deforestation-free.
The simplifications are complemented by a Delegated Act, offering further clarifications on the EUDRs scope, thus avoiding unnecessary administrative costs.
The Commission is finalizing the country benchmarking system, to be adopted by 30 June 2025.
These measures will result in an estimated 30% reduction in administrative costs for companies, ensuring a simple and cost-effective implementation of the regulation.
Key Simplification Measures
New guidelines allow large companies to reuse existing due diligence statements, representatives to submit statements on behalf of group members, and companies to submit statements annually.
The Commission has strengthened dialogue with third countries, businesses, and civil society to support implementation.
In 2024, the Commission held over 300 meetings on the EUDR with stakeholders and offered more than 50 webinars for training.
The Commission also expanded support to global partners under the Team Europe Initiative for deforestation-free value chains.
Background
The EU Deforestation Regulation ensures key goods in the EU market do not contribute to deforestation. It has already led to positive developments in combating deforestation and climate change.
