The Commission has positively assessed Frances request for a payment of €3.26 billion under NextGenerationEU, central to Europes recovery for a greener, more digital, and competitive Union.
This is the fourth tranche of Frances recovery and resilience plan.
The preliminary assessment shows that France has met the milestones and targets required for this payment, financed under the Recovery and Resilience Facility, the main tool of NextGenerationEU.
This follows the implementation of eleven investments across various sectors, including energy efficiency in public buildings, sustainable transport infrastructure, business digitalization, and reforms to reduce greenhouse gas emissions in cities.
Key measures in this payment request include:
- Expanding digital training access for higher education: Over 1,700,000 higher education students in France have access to digital training facilities.
- Enhancing energy efficiency in public buildings: This investment improves the energy performance of public buildings, renovating 8.75 million square meters and completing energy renovations for over 680 schools.
Next steps
The Commission has sent its preliminary assessment to the Economic and Financial Committee, which has four weeks to provide its opinion. Following a positive opinion, the Commission will adopt a payment decision for the €3.26 billion disbursement to France.

Frances Recovery and Resilience Plan includes investments and reforms to make the economy and society more sustainable and resilient. Under the Recovery and Resilience Facility, €40.3 billion has been allocated to support its implementation.
France submitted its fourth payment request on January 21, 2025, based on achieving 17 milestones and targets in their plan.
Upon completion of this payment, the total funds disbursed to France under the Recovery and Resilience Facility will reach €34.13 billion, covering 82% of all milestones and targets in the plan.
