The 18th package of EU sanctions targets 14 individuals and 41 entities under the Ukraine territorial integrity sanctions and 8 entities under the Belarus sanctions. These individuals and entities face asset freezes and restrictions on making funds available to them. The sanctions primarily aim to disrupt Russian energy revenues and military capabilities, particularly those responsible for the indoctrination of Ukrainian children and the manipulation of Ukrainian cultural heritage. This brings the total number of individual listings to over 2,500.
How will the listings hit Russias revenues?
This package further limits the operations of the shadow fleet by targeting various actors involved in it. This includes companies managing vessels in the shadow fleet from Russia and other countries, along with multinational traders of Russian crude oil and a major Indian refinery linked to Rosneft. For the first time, a captain of a sanctioned shadow fleet vessel and an operator of an open flag registry are also designated, along with an entity in the Russian LNG sector.
How do you go after the military sector?
We directly target the Russian military industrial complex and its third-country supporters. This includes entities supplying goods used on the battlefield, particularly from China, and covers eight companies in Belarus supporting Russia’s military efforts.
ENERGY MEASURES
What changes were introduced regarding the oil price cap?
The cap has been lowered from 60 to 47.6 USD and an automatic mechanism for setting the future price cap has been introduced. This cap will be regularly reviewed to remain effective based on market conditions, ensuring it is always 15% lower than the average market price for Urals crude.
A 90-day transition period applies to existing contracts that comply with the new cap. This system aims to reduce Russian energy revenues while allowing EU operators to transport Russian oil under strict conditions, enhancing maritime safety.
What does the transaction ban for Nord Stream 1 and Nord Stream 2 entail?
The package includes a transaction ban on Nord Stream 1 and 2 to prevent any EU operators from engaging in transactions related to these pipelines, including maintenance and gas purchases.
How will the import ban on refined products made of Russian crude work?
After a 6-month transition, it will be prohibited for EU operators to purchase or import petroleum products made from Russian crude oil. This also includes provisions against technical or financial assistance related to these products.
Countries that have imposed bans on Russian oil are exempt from this prohibition. Furthermore, products from net exporters of crude oil will be regarded as domestic goods.
LISTING OF VESSELS
Which vessels are affected and what is the scope of the measures against vessels?
The EU has listed 105 additional vessels from the Russian shadow fleet, which are attempting to evade the oil price cap. Listed vessels face port access bans and prohibitions on receiving various maritime services from EU operators.
Why are vessels listed?
EU sanctions enable the listing of vessels supporting Russias military actions against Ukraine, including those transporting military equipment or stolen goods.
What outreach is the EU carrying out following the listing of vessels?
The EU is engaging with relevant states to enhance scrutiny over ship registers and prevent unseaworthy tankers from sailing under their flags.
Why were three LNG tankers de-listed?
For the first time, the EU has de-listed 3 vessels following commitments that they will not transport Russian energy to specific projects, demonstrating the impact of sanctions.
FINANCIAL MEASURES
What is the practical impact of expanding the prohibition to provide specialized financial messaging services to certain Russian banks?
The 18th package targets 22 additional Russian banks, banning EU banks from conducting transactions or providing financial messaging services to these banks, effective from August 8, 2025.
This measure is crucial as these banks support Russias military efforts and circumvent EU sanctions.
What has been done regarding third-country credit operators violating sanctions?
The EU has simplified the process for sanctioning banks and operators in third countries that are circumventing EU sanctions.
What is the Russian Direct Investment Fund (RDIF) and why target it?
The RDIF is a sovereign wealth fund aimed at attracting investments into the Russian economy, including military sectors. The package prohibits EU operators from transacting with the RDIF and its affiliates to prevent circumvention of sanctions.
