First, I want to thank the Polish Presidency for organizing this critical debate. This is time well spent, especially in moments requiring constant strategic coordination.
I updated Ministers on engagements with US counterparts to discuss future directions. The trade situation with the US, a key partner, is challenging.
Numerous tariffs impact a significant portion of EU exports, with €380 billion worth of goods affected by tariffs between 20% and 27.5%, especially on passenger cars.
This equates to €80 billion in duties, a significant increase from current collections.
My focus is initiating meaningful negotiations with the US, appreciating open communication with Secretary of Commerce Lutnick and USTR, Ambassador Greer.
We need a fresh look at the EU-US trade relationship, tackling global overcapacities and securing critical resources. A transatlantic marketplace would benefit both sides.
Engaging the US requires time and effort. Tariffs are seen as corrective, not tactical. We are ready to negotiate when they are.
The EU prefers negotiation but will not wait endlessly. Until progress is seen, we will:
- Defend interests with countermeasures
- Diversify trade with new agreements
- Deter harmful trade diversions
Countermeasures: Responding to steel and aluminum tariffs, we consulted extensively and prepared a balanced list of countermeasures, to be voted on April 9, with implementation starting April 15.
Diversification: Strengthening trade ties globally, with partners like India and the Gulf region, is crucial.
Deterring trade diversions: We will enhance import surveillance to protect the EU market.
The global trade system remains crucial. Our priority, along with the WTO, is protecting the remaining 87% of global trade.
Regarding China, I briefed Ministers on fostering cooperation for balanced trade, addressing overcapacity, market access barriers, and ensuring fair competition.
We discussed Chinese investments in the EU EV supply chain to boost competitiveness, focusing on technology transfer and local sourcing.
Enhancing customs cooperation is key, given the significant e-commerce flow from China.
This engagement with China is a crucial step forward.
