POVI 2026: Collaborating to create a future-proof living environment in Limburg
The updated Provincial Environmental Vision for Limburg (POVI 2026) and the ‘Draft Amendment Regulation 2026 for the Environmental Regulation of Limburg’ have been adopted by the Provincial Executive. This milestone is the result of an intensive process in which the Province of Limburg, together with its partners and residents, has worked towards a course for a more future-proof, healthy, and attractive living environment for all Limburg residents.
High level of involvement
The process leading to POVI 2026 was characterized by broad participation and engagement. During the public consultation on the draft version of POVI, a total of 1,450 responses were submitted by residents, organizations, businesses, municipalities, and other stakeholders. The Province carefully assessed all responses, leading to dozens of additional discussions in which various interests and perspectives were addressed. Thanks to this intensive dialogue, important adjustments were made and improvements were achieved.
Deputy Theuns stated: "The many discussions held over the past period and the involvement of so many people—residents, businesses, organizations, and municipalities—have resulted in the final version of the Provincial Environmental Vision for Limburg (POVI) 2026: a joint product that shows how Limburg can develop and what choices come with it. Now it is up to the Provincial Council to take the next step."
What is the POVI?
The Provincial Environmental Vision for Limburg (POVI) is the strategic framework for the spatial and physical living environment of Limburg. POVI outlines the ambitions, goals, and frameworks for various themes such as housing, nature, agriculture, water, energy, economy, mobility, heritage, culture, health, livability, and safety. A new feature in POVI 2026 is the expanded digital representation, allowing residents to view the Province’s vision by theme or location. It functions like a search engine based on maps. POVI was developed in close consultation with all involved parties.
Key innovations in POVI 2026 compared to the Draft POVI
- All maps have been further refined and updated. Extensive working sessions with municipalities ensured alignment with local needs.
- There were many responses and concerns about zoning. Therefore, the texts on zoning have been completely renewed and clarified. An instructional video has also been added.
- There were also many concerns about the designated Natura 2000 transition areas. It has been decided not to impose new rules for now. These may follow in the future after an area process from the Limburg Nitrogen Offensive (LOS) has been completed.
- A clear wish from both municipalities and entrepreneurs was to allow more tailored development in rural areas. This flexibility has been included.
- There were also many questions about the theme of energy. This has been further specified in POVI, including a new classification for wind energy (exclusion areas, restriction areas, search areas).
- At the explicit request of municipalities, POVI 2026 now offers more opportunities for housing construction outside existing built-up areas under certain conditions. Additionally, the Province aims to facilitate space for large-scale housing locations for short-stay labor migrants. Further agreements between the Province and municipalities will be necessary on this matter.
Decision-making process
The Provincial Executive, after processing the responses and administrative discussions, has adopted the updated POVI 2026. This version is now submitted to the Provincial Council, which will decide on the definitive adoption of POVI 2026 on May 8, 2026.
The ‘Draft Amendment Regulation 2026 for the Environmental Regulation of Limburg’ – from vision to rules
The Environmental Regulation is the legal instrument through which the policy outlined in POVI is translated into rules for municipalities, water boards, and sometimes directly for businesses and residents. Only the amended sections are available for review from April 2 to May 13, 2026. During this period, anyone can submit responses regarding these sections. After processing the responses, the definitive Amendment Regulation will be submitted to the Provincial Council for a decision later this year.
