Gelderland seeks balance between defence expansion and provincial priorities
As global tensions rise, Gelderland’s government is negotiating with Defence to ensure military growth doesn’t overshadow local needs like housing, nature, and energy. Residents may face noise, traffic, and nitrogen impacts—here’s what’s at stake.

How can increased defence and provincial tasks be reconciled?
National and provincial interests
The Provincial Executive (GS) would like to hear from the Provincial Council what they consider important in the agreements with Defence, in addition to the eight points already drawn up by the GS. The GS believes that the overriding importance of our national security should not come at the expense of other provincial priorities. With two wars raging, rising international tensions and an increasing number of new threats—such as cyberattacks—this uncertain period calls for a safe and healthy living environment, with a roof over our heads, sufficient food and a thriving economy.
Agreements with Defence
The GS wishes to make administrative agreements with Defence on the following:
- A programme-based approach to nitrogen and nature conservation in the Veluwe region.
- Measures to improve access to barracks and ensure smooth traffic flow.
- Access to a new, centrally located barracks in Zeewolde (Flevoland), for which €275 million is required.
- The (potentially greater) need for Defence personnel housing in Gelderland.
- Energy-neutral Defence locations, in line with Defence’s principles on energy security and grid independence.
- The impact of low-flying aircraft, helicopter landings and the stationing of fighter jets at Lelystad Airport on Gelderland.
- Collaboration with the province and relevant municipalities in planning procedures for Defence projects and permits.
- Intergovernmental cooperation during the implementation phase of the National Programme for Rural Areas (NPRD) and keeping residents informed.
New or existing Defence activities are always located in a Gelderland municipality. It is up to the ministry and the relevant municipality to engage with local residents on the local impact, such as noise pollution. In its discussions with Defence, the province advocates for interests that extend beyond municipal boundaries, such as grid congestion, nitrogen emissions and housing construction.
