Renewal of Existing Business Parks First
The emphasis of the plan is on better utilization of existing business parks. This can be achieved by using the existing space more efficiently and intensively. For example, by having more companies per square meter, multiple floors for businesses, sharing spaces, or repurposing vacant buildings. This way, there remains sufficient space for economic growth and entrepreneurship. New locations will also be explored.
Protection for Companies in a High Environmental Category
Another important goal of the plan is to keep enough space for companies that fall into a high environmental category (HMC). They fall into a high category because they may cause noise or odor nuisance. These can be circular companies that melt plastic to make new plastic, or break rubble for reuse. Or foundries that melt steel, or waste incinerators that provide district heating. These companies are important for the economy in the region, but sometimes find themselves in a bind due to housing construction and urban growth. The plan states that changes to existing plots are only allowed if the lost square meters are compensated elsewhere in the municipality or region.

We face major spatial challenges due to chronic space shortages. For housing, but also for businesses. For a healthy economy, companies need sufficient space to operate and grow. This plan provides solutions.

More Ambitious Plan
The RPW 2025-2028 is more ambitious than previous plans and fits well with provincial policy. It is important for the region that there remains enough space for companies, including those with a high environmental burden. If a business park is adjusted or reduced, the loss of space must be compensated elsewhere.
