The House of Recovery Twente is getting a continuation. This happy news was communicated to the staff of the special detention facility, just a stones throw from the prison in Almelo.
The House of Recovery Twente is a small-scale, innovative detention facility focused on sustainable reintegration of people with complex problems. It concerns (ex-)inmates who struggle in multiple areas of life and often relapse into disruptive behavior.
Together with the probation service (3RO) and the Twente municipalities, work is being done within this facility towards a better return to the regional community with continuity of guidance and care where necessary.
Municipalities provide funding
The fourteen Twente municipalities have jointly decided to make funds available, securing the future of the House of Recovery Twente at least until 2028. The facility started in 2021 as part of the national program Course and Opportunities, with temporary funding from the Ministry of Justice and Security. In 2023, closure was threatened due to low intake, but through regional efforts, an extension until 2026 was made possible. The condition was that the Twente municipalities would have to take financial responsibility afterward. That decision has now been made. Despite the difficult budget year 2026 (ravine year), all fourteen Twente municipalities have agreed to this financial responsibility.
Positive effects
An impact study from 2024 shows that it is likely that the approach of the House of Recovery Twente reduces risk factors for recidivism and increases protective factors. This increases the chances for participants of a successful return to society. Participants have more self-confidence, motivation, and reality awareness. They are more willing to ask for help and reflect more on their own behavior. And after detention, there is demonstrably less nuisance and unrest. Moreover, interim results from the action research of Rotterdam University of Applied Sciences show that participants are achieving their reintegration goals, thereby reducing the chance of recidivism.
Improvements are also being made in practical areas such as housing, finances, and daytime activities. The social and professional network surrounding participants is being strengthened. Research also shows that the social returns are almost twice as high as the costs. Thus, the House of Recovery Twente is not only a socially responsible choice but also a financially sound one.
