This handbook describes how housing corporations must determine the market value of their real estate for the 2024 financial statements. It also contains prescriptions on determining the policy value that housing corporations must include in the notes to the financial statements.
Changes in the Handbook Market Valuation
The Aw published the draft handbook market valuation on October 31, 2024. In the corresponding news report, the Aw explained the changes made in the handbook market valuation 2024.
The only difference between the draft handbook of October 31, 2024, and the final handbook market valuation 2024 that the Aw publishes today is the update of the parameters for vacancy value increase, market rent, and discount rate.
About the Handbook Market Valuation
The handbook market valuation is updated annually. All relevant parameters and standard amounts are adjusted to the current market situation. The Aw also considers whether methodological changes are necessary to improve the handbook.
The market and policy values are important for the supervision by the Aw. They use these values to determine the financial ratios based on the joint assessment framework of the Aw and the Social Housing Guarantee Fund (WSW).
The handbook market valuation will be prepared one more time for the 2025 reporting year, as previously communicated. The financial accountability for the market value of the housing corporations assets will be simplified from the 2026 reporting year onwards. The market value will disappear from the financial statements, and a centrally organized valuation system will be introduced. The Ministry of Housing, Spatial Planning and the Environment, the WSW, Aedes, and the Aw have made agreements about this.
