The European Cybersecurity Competence Centre (ECCC) recently published a new call for proposals under the Digital Europe Programme 2025-2027. With a total budget of €50 million, this call targets companies and government organizations with innovative cybersecurity projects that strengthen Europes cyber resilience and protect critical digital infrastructure.
Cybersecurity Topics
The call includes the following topics:
Cybersecure tools, technologies, and services based on AI
With a budget of €15 million, this topic focuses on the development of AI-driven cybersecurity solutions that can be used in cyberhubs or sectoral Computer Security Incident Response Teams (CSIRTS). Think of systems for early warning, incident response, and threat detection.
Scaling innovative cybersecurity solutions for SMEs
This topic has a budget of €15 million and focuses on developing and applying innovative cybersecurity solutions specifically tailored to the needs of small and medium-sized enterprises (SMEs). The goal is to help SMEs improve their digital resilience with advanced security technologies.
Coordinated readiness testing
€10 million is available for this topic. It is intended for government organizations and supports stress tests, simulations, and other readiness actions. The goal is to strengthen the capacity of critical infrastructure operators to prevent and respond to cyber incidents.
Regional underwater cable hubs for data traffic and infrastructure
This topic has a budget of €10 million and is intended for government organizations. It supports the establishment of regional hubs (cable hubs) for submarine cables. It aims to enhance threat detection and operational security around these strategic infrastructures.
When to apply?
The call opened on October 28, 2025, and closes on March 31, 2026.
Additional national funding
For the first two topics, the Dutch government intends to provide extra budget (national co-financing) through the Netherlands Enterprise Agency (RVO). With this additional funding, Dutch parties can receive reimbursement for a larger portion of their project costs.
