Today, the Commission positively assessed Denmark´s fourth payment request of €175.4 million under the Recovery and Resilience Facility, the centrepiece of NextGenerationEU.

Following its assessment of the payment request, the Commission found that Denmark has satisfactorily completed the 5 milestones and 8 targets set out in the Council Implementing Decision for the fourth instalment.The payment request covers important steps in the delivery of reforms and investments benefitting Danish citizens and businesses. Key focus areas include sustainable energy, organic farming, bike-friendly infrastructure, and sustainable investments.

Flagship measures linked to this payment request include:

  • speeding up the roll-out of onshore wind and solar energy and ensuring phasing out of gas for heating;
  • promoting the organic transition in public kitchens and developing an organic food system through dedicated training;
  • building 45 km of new bike paths and establishing 75 bike charging stations for an easier transition to sustainable transport;
  • advancing the implementation of the Green Tax Reform by supporting sustainable investments in over 1,000 companies;
  • contributing to the construction of at least 4 GW of additional offshore wind capacity.

Next steps

Denmark submitted its fourth payment request on 30 September 2025. The Commission has concluded that Denmark met the milestones and targets needed for this payment and shared its preliminary assessment with the Economic and Financial Committee (EFC). The EFC now has four weeks to deliver its opinion. The payment to Denmark can take place following the EFCs positive opinion and the adoption of a payment decision by the Commission.

Background

The Danish recovery and resilience plan includes a wide range of investments and reforms measures. The plan will be financed by €1.6 billion in grants.

This payment request will bring the funds paid out to Denmark under the RRF to more than €1.26 billion, including €202 million in pre-financing. This amount corresponds to 78% of all  funds in the Danish plan, with 76% of all milestones and targets in the plan fulfilled.
